The concluding conference: “Fulfilling the Promise of Whistleblowing: Protecting Citizens’ Rights and Fighting Corruption”In the framework of the project:
Southeast Europe Coalition on Whistleblower Protection
Organized by the Center for the Study of Democracy and Governance (CSDG) with the support of the Balkan Trust for Democracy and USAID, the conference provided an open and constructive platform for dialogue among public institutions, non-governmental organizations, and experts. The primary goal of the event was to support the advancement of reforms that make whistleblowing a vital tool for strengthening justice and integrity in society.
This project, encompassing six countries in the region, aims to strengthen whistleblower protection systems through case analysis, publishing findings, and advocating for reforms aligned with the EU Whistleblower Directive. Through this comprehensive and coordinated approach, the conference addressed the need for effective whistleblower protection, highlighting the importance of regional cooperation and promoting transparency in Albania and the region.

The conference discussions emphasized the significance of whistleblowing as a key mechanism for identifying and exposing corruption, abuses of power, and threats to public interest. Whistleblowing was underscored as a fundamental tool for safeguarding integrity in society and promoting transparency in both public administration and the private sector.

- Effective Whistleblower Protection:
Encouraging individuals to report abuses without fear of retaliation requires robust protection mechanisms. Discussions focused on creating a safe environment for whistleblowers, ensuring they can report wrongdoing without fear of dismissal, harassment, lawsuits, or prosecution. - EU Directive Alignment:
Meeting the standards of Directive (EU) 2019/1937 was identified as a priority for Albania, particularly in the context of EU integration obligations. Aligning national legislation with this directive is crucial for advancing transparency and combating corruption effectively. - Challenges and Gaps:

- Civil society organizations can provide legal support to whistleblowers and advocate for necessary reforms. Strengthening their role requires adequate resources and closer collaboration with state institutions and the media.
Key Recommendations
- Legislative and Institutional Reforms:
The Albanian Parliament should play an active role in advancing reforms that ensure strong and effective protection for whistleblowers, contributing to the country’s European integration process. - EU Directive Transposition:
Rapid and complete transposition of Directive (EU) 2019/1937 into Albanian law was recommended, ensuring alignment with European standards and international best practices. - Strengthening Media’s Role:
Media must engage in continuous training to enhance their understanding of the legal framework for whistleblowing and protection mechanisms, ensuring accurate and responsible reporting. - Promoting a Culture of Transparency:
Building a culture of openness and accountability requires long-term investment in education and awareness campaigns, making whistleblowing a collective responsibility rather than a risky or unacceptable act. - Public Awareness and Accessibility:
Regular awareness campaigns and improved whistleblowing channels were emphasized as critical for fostering a supportive environment where whistleblowers feel protected and valued. - Political Will:
A clear and strong commitment from the political class is essential to ensure effective implementation of reforms, reinforcing the legal and institutional mechanisms for protecting whistleblowers. - Empowering Civil Society:
Civil society organizations must have the necessary resources to monitor whistleblowing laws’ implementation and provide comprehensive support to whistleblowers.
