In this policy paper is assessed the possibility and is recommended the adoption of an administrative approach to fighting organised crime, as a separate policy but combined with other approaches to be used as a tool in efforts to combat crime, justice and improved security. The particularity of this approach is that, in addition to implementation at the national level, it can also be applied in certain areas with high concentration of criminality, and consequently it is also a tool for local governance. The policy paper analyze the administrative approach, as a practice which has been widely applied in many western countries over the last 2-3 decades and more recently has been adopted as a policy tool by the European Union as well, and explore the possibilities for its implementation in Albania.
